“Multimedia certification of the rights in RAI: a way to encourage the use of archival contents”

The rights management plays a key role in the transition of RAI from a radio broadcasting company to a “media company”. The new exploitation scenarios oblige to have an efficient rights management system in order to permit a rapid and correct use of content.
Since 2016, RAI has adopted a new rights management system based on the MPEG-21 Media Contract Ontology. This standard allows the expression of rights in a flexible, unambiguous and machine-readable way. The central element of the system is the “rights sheet”, where all rights’ information of a product is collected.
In order to create a link between these rights sheets and the multimedia file of a program, RAI is going to release a multimedia certification system of the rights. The users of this new system will be the operators of the Right Archive, the sector currently in charge of the right clearance activity, who will establish how to connect the audio/video files to the rights sheets. For example, in case of an inserted footage or contractual restrictions from performers, multiple links can be created within the same program, selecting the sequences to be associated with a specific rights sheet.
Once the connections are in place, professional users of RAI Multimedia Catalogue will be able to employ rights as a search filter and to know the main exploitation permissions of a program. This will hopefully reduce the number of rights clearance requests to the Rights Archive team and simplify the use of archival contents.

Andrea Mauri
Graduated in law at Sapienza University of Rome. He has been working in Rai since 1995. From 2010 his role in Rai Teche is to check and manage rights situation about Rai tv programmes, giving all information to customers about utilization and restrictions of footage. He was in charge of training courses in Rai project on the new “Rights Database”. He is a journalist and a writer. His novels are published in Italy and his reports and short stories have appeared in literature reviews and on blogs.
Valentina Martone
Audiovisual archivist at Rai Teche. After some experience as free-lance journalist for local magazines, in 2012 she obtains the Master’s degree in Italian Literature, Philology and Linguistics at the University of Turin. In 2014 she goes abroad and starts working in Geneva as teacher of Italian as a foreign language. In 2015 she moves back to Italy in order to begin her career in Rai in Rome. She currently works in the Rights Archive team, where her main task is to check the exploitation rights of television programs before the upload on the OTT service Raiplay. She is a member of the FIAT/IFTA Value, Use and Copyright Commission.
